The restoration and seismic renovation of what was once the tallest building in Los Angeles. The restoration returned the building to its 1928 design, including the original palate, surface materials, and fixtures. The site contains 500,000 square feet of space including offices for the Mayor of Los Angeles, 15 City Council members, and a number of City Departments and Bureaus, as well as the Los Angeles City Council Chambers and Board of Public Works Hearing Room.

The project included the reconfiguration of the top two floors into a reception hall with a grand staircase and an outside observation deck. The building's other attractions include a City Council Chamber with a basilica type of architecture with carved wooden pews, decorative arched aisles, monolithic marble columns, and heavily beamed ceilings.
